Who We Are

Roger Tilton

Roger Tilton is a graduate from Georgetown University Business School in 1973 and Georgetown Law School in 1976. He has been in property management since 1983. During this time he has managed some of our larger properties and handled some of our more difficult projects. With his education and experience in the areas of business, law, and real estate, he currently assists in overseeing the larger renovation projects undertaken by our communities. Mr. Tilton is a licensed real estate broker and attorney in the District of Columbia.


Richard Bernstein

Richard Bernstein has been a property manager with Tilton Bernstein Management since 1990 and Vice President with Tilton Bernstein Management, Inc. During this time he has developed a specialty in working with new associations during the transition period from their developer to becoming a self-sufficient association. His experiences with many different types of Boards of Directors, association residents and their various personalities has allowed him to develop a reputation for reasonableness and fairness when dealing with the multitude of issues which associations will face. Richard is a resident of Northwest DC and currently manages many associations in Dupont Circle, Logan Circle and Kalorama.


Andrew Baluha

Andrew has been working with Tilton Bernstein Management for almost 4 years. Currently he works along side Richard Bernstein managing the rental division for all of TBM rental properties. Andrew is also a licensed real estate agent giving the opportunity to combine his expertise and knowledge with a driven attitude. As a dedicated real estate professional, qualified to guide you in renting, buying or selling a home, his skills in contracts, negotiation and marketing will work to your best advantage. Phil Dunn

Phil DunnAfter several years managing commercial facilities, including public schools, universities, and health clubs, Phil Dunn joined the Tilton Bernstein team in January of 2007 to manage residential property. Phil is an active member of CAI, the Community Associations Institute and has obtained the CMCA and AMS designations. In addition, Phil expects to apply for a PCAM certification, the highest professional recognition available nationwide to managers who specialize in community association management, in 2012. Phil is also an active member on CAI's DC Legislative Action Committee and is working with the committee to modernize the District of Columbia Condominium Act. Phil holds a Bachelor's Degree from the University of Texas at Austin and a Masters Degree from Robert Morris University. Phil is a licensed real estate agent and resides in the District.


Andrew Jones

Andrew Jones joined the Tilton Bernstein team in August of 2007. He was a Political Science and Economics double major at University of Maryland, College Park, and also attended Saint John's University in Collegeville, Minnesota majoring in Political Science and French. He is a native of Annapolis, Maryland, the sailing capital of the United States, as well as the capital of Maryland. From 1999-2000, he was an intern for the Office of the Governor under Governor Parris Glendening, and has done extensive work with the Central Maryland Chapter of the Red Cross. He currently volunteers at the John F. Kennedy Center for the Performing Arts and is also on the Leadership Team for the DC Chapter of St. John's University Alumni. Andrew is a resident of the District of Columbia and resides in Adams Morgan.


Sierra Mudd

Sierra Mudd is one of the newest additions to our Administrative Department. She has completed her High School Home Schooling Courses with a 4.0 GPA and is currently taking online courses to get her degree in accounting. Sierra was born and raised in Washington D.C. Her first job was at a Kiddie Salon and Spa where she later became an Asst. Manager; she later went on to work as a receptionist for a celebrity hair stylist where she prepared weekly work schedules, weekly inventory reports and also scheduled salon meetings and appointments.


Randy Nolan

Randy NolanRandy Nolan has over five years property management experience at TBM. He has lived in DC and the surrounding metropolitan area for over 20 years. He received his bachelors degree in marketing at George Mason University. He has developed exceptional property management and project management knowledge and customer service skills. He takes great pride in his work and strives to provide exemplary service to the condo associations, cooperatives, and HOAs he manages. He is also a licensed real estate agent.


Pierce Robbins

Pierce is originally from Lexington, Virginia, a small college town nestled in the scenic Blue Ridge Mountains. Graduating from Hampden-Sydney College in 2010, his majors and minors consisted of Government, Public Service, and International Studies. In 2009, he had pleasure of interning for the Fulbright Commission in Prague, in addition to project managing for a small, Lexington-based management firm in 2010. Pierce has been with Tilton Bernstein since the Fall of 2010 as an Assistant Property Manager, working with our other Property Managers to ensure that TBM provides the best service available. Pierce is actively seeking his real estate licenses for Washington, D.C. and the Commonwealth of Virginia. He is currently a resident of the District, calling Foxhall Village his home.


Cheng Sithole, CMCA, AMS.

Cheng SitholeSince joining Tilton Bernstein Management in 2005 Cheng has gained experience working with some of Washington's historic building structures as well as newer structures built within the past 10 years. Cheng is an active CAI member and is active on the DC Legislative Committee and Out Reach Committee. Cheng is an energetic, dynamic property manager who is not only committed to maintenance of the property but also extremely committed to the enhancement of the property and its value. Cheng is dedicated to having things operate smoothly and with integrity; this is accomplished by creating working relationships with Board of Directors, building staff and contractors. Cheng considers his relationships with homeowners and residents to be extremely important so he strives to fulfill their needs to the best of his ability.

Cheng is a licensed real estate agent in DC and Maryland who enjoys hanging out with his family, traveling, working out and cooking.


Rachel Nance

Rachel Nance, originally from the West Coast, moved here over four years ago to start her career as a bookkeeper and worked on a consultant basis for small businesses. She worked with everyone from real estate agents to owner-operated businesses to multi-million dollar businesses. Rachel has extensive hands on experience with both management and accounting. Prior to coming to DC she worked as a property manager in Phoenix, AZ. She was nominated by AMA for best community team.


Linda Watts

Linda WattsLinda received her Masters degree from the University of Maryland in 1995. Linda has been employed as a consultant to Tilton Bernstein Management since 1997 and in October of 2003 accepted the position of Director of Accounting. She brings over 20 years of accounting experience specializing in audits and dispute resolution. Linda manages the finances of the larger properties as well as oversees all the accounting functions within the department.


Amy Whittington

Amy Whittington is a graduate of the University of Virginia with a Bachelors degree in Theatre. After spending many years in the Washington, D.C. theatre scene she transferred her organizational skills and attention to detail first to the legal world and corporate event planning and finally to the property management field. Before beginning her career at TBM in February 2006, she was the accounts payable assistant for PineRock, Inc. in Dupont Circle.
