The meeting was called to order by President Kassie Lynch at 7:15 PM in St. Thomas’ Church, corner of Church and 18th Streets, Washington, DC 20009.
General Comments
- The President informed participants that Wachovia Bank account papers had been signed. Cheng informed those present that the Board cannot have authorization for operating account transactions (Tilton Bernstein policies).
- Mike McGovern, CMCA Attorney has asked the President to sign a foreclosure document for one of the properties in Corcoran Mews.
Management Report
- Cheng announced that brick work on the concrete slab in the alley and the fencing near the dumpsters has been completed. Long Fence has completed its work, and Tom Spiers has been billed for half the amount.
- Cheng met with Chris from TASCO and treatment of water systems was undertaken. Due to water stagnation, the work could not be finished. TASCO is expected to come back for treatment. Board members noted that it may take TASCO more time than anticipated to compensate the Association for past overpayment for maintenance work that TASCO failed to perform.
- Water had to be shut off due to a leak in unit 1750 #B. Noyes came for the shut-off, and Magnolia Plumbers was to fix the problem. However, Magnolia did not arrive on time and Noyes is asking for $500 because of delays it had to endure. The Board was unanimous in pointing out that Magnolia should Noyes’s bill for waiting four hours. Cheng disagreed, and said that payment of its contractor was the responsibility of CMCA.
- George Worrells would like to lighten up his workload associated with exterminators. Bob Gaston has offered to accompany the exterminators on the rounds, but for a fee. Exterminator visits will be maintained even if someone must be paid to accompany the exterminators.
- Tree Fund money from Corcoran Row has not been received so far. Jon Keeton, Tom Spiers, and Gil Blankenspoor have given money.
- Cheng mentioned that the Corcoran Mews web page on the TBM site can be used for posting advertisements for a small fee. It can be accessed at http://www.tiltonbernstein.com/properties/corcoran/
o Cheng informed the meeting that CMCA has received two estimates for exterior painting ($35,000 and $19,000).
- Cheng was requested to draft a letter to accompany mailing of the budget, notice of condo fee increases, and notice of our new web site. Cheng to share draft with Board before mailing letter.
Reports from Officers
Treasurer's Report
- Jeff announced that since August, there is no change in the recommendation to increase condo fees for 2007 by 3 percent. Despite some unexpected expenses (trees, HVAC), the Treasurer expects the fee increase to be in the 3 percent range.
- MOTION: Treasurer proposed to adopt budget with a 3 percent fee increase, rounded off to the nearest dollar amount (not cents). Tim Foley seconded the motion. All present voted in favor.
- MOTION: Tim Foley made a motion to dispense with the coupon booklets for monthly condo fee payments (due to waste and more modern means of payment available). Instructions to be sent to owners. Salman Anees seconded the motion. All present voted in favor.
New Business
- Laundry and use of corridor by unauthorized persons. Can unauthorized use be stopped? Cheng was asked to look into the possibility of obtaining key cards that cannot be copied.
- Recommendation to conduct a study on reserves next year.
President moved to adjourn the meeting. All present agreed.
