The meeting was called to order by President Kassie Lynch at approximately 6:30 PM in 1748 Corcoran Street, # 3B Washington, DC 20009 (President's residence).

Management Report

  • Cheng reported on delinquencies. A discussion took place and the Board was informed of one unit owner's continued delinquency and irregular payments. Initiation of appropriate action will be discussed with Mike McGovern (CMCA Counsel).
  • The rolling maintenance record was reviewed with management.

Treasurer's Report

  • Jeff Hertrick (Treasurer) indicated that CMCA's first quarter financial position remained in "black" (satisfactory). Some major expenditure items including painting have created some pressure on CMCA reserves. A discussion ensued on the need for a reserve study and also the costs of such a study. It was decided that this issue would be discussed at the annual meeting of CMCA.

New Business

  • Under new business, the meeting took up the issue of water shut-off procedures outlined in the CMCA Handbook and posted at the association's web site: www.tiltonbernstein.com/properties/corcoran/. Specifically, unilateral actions by residents to shut off water without prior authorization of CMCA management as well as contractors responsible for supervising the shut-off process were discussed. Shutting off water could have serious and costly consequences for Corcoran Mews' cooling and heating infrastructure. Residents need to be aware of that and of their personal liability to pay for all damage resulting from unauthorized water shut-offs–to CMCA equipment as well as damage to other unit owners' property. And Tilton Bernstein Management must ensure that the established procedures are followed. In addition to the detailed procedures outlined in the Handbook, reminder signs will be posted near the common shut-off valves to alert residents to contact TBM and give adequate notice for shutting off water. In addition, the supervising company must be present when water is being shut off and turned on to make sure there is no prospect of damage to CMCA infrastructure.
  • Insurance coverage for CMCA and its Board members came up for discussion. Cheng will follow-up with providers to determine if CMCA's insurance policy can be enhanced and at what cost.
  • The owner of the garden unit on the mews) has requested that he be allowed to make alterations to his window and door grills to ensure his tenant's safety in case of a fire. The Board indicated its support for the modifications provided that there is no substantive departure from the window and door grill style employed in the other CMCA buildings.
  • Jeff presented a strong case for the removal of the "junk" tree on CMCA property (next to the dumpster slab). The Board seemed to be in agreement about the removal of this tree, provided the arborist had no objection. Cheng will seek permission from the DC arborist and three bids for the tree's removal.
  • The CMCA Handbook is being revised. Comments on the new version are expected by the end of May.
