President Foley called the meeting to order at approximately 6:41 PM in 1754 Corcoran Street, #52A Washington, DC 20009 (Vice President's residence).

  1. Management Report - Cheng reports:
    • Cheng reports the last delinquency list was done in February. April's list should be out in the near future.
    • Modern Remodeling will perform the spring gutter cleaning.
    • Suite Services, the cleaning contractor which replaced George Worrells, has been performing satisfactorily according to the checklist reports maintained by Cheng.
    • The need to clean the carpets was discussed. Cheng will obtain carpet-cleaning bids for twice a year and Carmen will forward a vendor's name to Cheng for consideration.
    • Cheng discussed the recommendation to add a pigtail to the cooling tower boiler. The Board decided the addition was not necessary.
    • Unit numbers will be attached to the doors by the end of the month.
    • John Keeton has submitted this year's passage fee. He will be remitting $1,000 to CMCA in April 2010 for his share of the Jackson Elm Tree pruning from December 2009.
    • The agreement document was signed and returned to the auditor.
    • The work on 1752, 3B and 1756, 3A has been completed by Palmer Brothers.
    • Kean Landscaping is scheduled to be on site tomorrow to review the spring landscaping project.
    • The Association's insurance claim on 1754, 54B was reviewed and denied by our insurer, State Farm citing an existing maintenance issue. The owner has been notified. Two bids have been obtained to perform repair work on the area that is the responsibility of the Association.
    • The Board earlier denied an owner's request to extend the special assessment payment period by more than three months. The decision was formally shared with the owner. Cheng has received no response to his correspondence to date.
    • Cheng reports the laundry room and 1754 storage closet cleanup was performed by Bob Gaston
    • The spring gardening clean up/pruning/flower planting is scheduled for tomorrow.

  2. Treasurer's Report - Jeff reports:
    • Expenditures are exceeding the budget by about $1000 a month.
    • The reserve funds are now a little over $52,000. This figure is nearly $100,000 less than recommended; however, the collection of $37,000 for the special assessment will increase the overall reserves back to $89,000 by June 1, 2010.
    • The Association recently received a water and sewer credit of about $5000.
      • Wachovia bank is currently only paying .3% interest on our saving account.

  3. Old Business
    • There was a discussion about the cost to maintain the Jackson Elm. A follow up e-mail request was made to CMCA's neighbor Jon Keeton for his share ($1,000) of the December 2009 Elm Tree Pruning. The Urban Forestry Administration is providing inoculations at no cost to the Association and is inquiring with non-profit agencies such as Casey Trees regarding future contributions towards the pruning care of the tree.
    • Handbook Update/Revisions has been delayed. This project was overtaken by recent events.
    • The green initiative and PEPCO energy inspection has been deferred.
    • The top floor ceiling leak inspections are nearly complete with no problems to report. Units 1754 3A and 3B remain to be evaluated.
    • The water treatment bids and HVAC contract proposals will be presented to Mr. Grimes for his review and recommendations.
    • 1752 gas lamp repairs - see Motion section below.

  4. New Business
    • Bill Grimes, the engineer from Property Diagnostics will be asked to review all HVAC bids and Cheng is in the process of obtaining a 3rd proposal at this time.
    • There was a significant discussion about façade and mortar inspection and repairs. Cheng was asked to request Mr. Grimes provide a start date for an evaluation of the entire complex. The Board would like to know what areas need immediate attention and those that can be scheduled for completion in the coming years.
    • The rear stairwell downspout needs to be reattached to the sidewall and gutter. Cheng indicated Modern Remodeling would be asked to do the work.
    • Folks parking in space #5 and #6 have been leaving their vehicles hanging over the concrete sidewalk making it impossible to use. Wayne reports having explained the problem to most of the offenders. Those contacted agreed to pay more attention in the future. At the next opportunity Wayne will speak with one other owner that sometimes doesn't park behind the walk.
    • Rat control - see Motion section.
    • Cheng was asked to have the rooftop plumbing air vents inspected for blockage and cleaned out if necessary.
    • Andrea has taken several steps and actions to eliminate the medical waste in our alley. She is exploring more options and will keep the Board informed.
    • Tim asked Andrea to represent the Association during the Corcoran Street tree meeting tomorrow at our ANC member's house. Andrea agreed to provide an email report following the meeting.
    • Tim asked Cheng to determine what Ev Air Tight pointing work was performed 3 years ago on 1748 3B and report back to him.

(1) Contract with Ev Air Tight to perform the pointing repairs on 1754 54B as specified in their recent proposal for a cost of $4,480.. (Additionally, EvAir Tight is to examine the exterior light switch to determine if repairs are needed in that area.)

(2) Contract Bob Gaston to install air filters and clean drip pans. Project cost is $800.

(3) The 1752 gas lamp repairs are tabled indefinitely. There is a problem with the supply line to the gas lamp. Washington Gas Lamp will not assist because it involves our internal piping. Plumbers who were consulted for repair estimates (Magnolia Plumbing and Spadaro) indicated that excavation of the walls would be needed at a time and materials cost, so there would be no good way to determine the estimate for the repair.
