President Higginbotham called the meeting to order at approximately 6:32 PM in 1754 Corcoran Street, #50B Washington, DC 20009 (Secretary's residence).

  1. Management Report - Cheng reports:
    • 1748 3B chimney leak has been repaired as directed by Mr. Grimes, Property Diagnostics. Dymac is now scheduled to perform the internal repairs.
    • CMCA is locked in with a fixed price rate with Washington Gas through 11/30/11 at $0.722 per thermal unit. Treasurer Jeff Hertrick pointed out this is about 20% higher than last year.
    • Terminex discovered termite damage of indeterminate age at 1754 54B and provided a treatment estimate, $1100, to do the entire rear of the building. There was some discussion about how to address the problem. See Property Management Directive section.
    • The Mechanical Room roof was replaced.
    • The 1756 3A roof was replaced.
    • 1756 1A ceiling repair and painting following water damage is nearly complete.
    • The 2010 General Repairs line item exceeded the budget significantly.
    • An Ev Air Tight invoice was cut to address front side water leak at 1748 3B and 1752 2A.
    • The repair work on 1748 3B is progressing and TBM is working closely with the owner to coordinate any work determined to be the responsibility of CMCA. CMCA has contracted Cryostop, Inc. to freeze the water pipe to enable valve installation.
    • There are 2 thirty day or less owner delinquencies.
    • The unit owner of 1752 1A is reporting a window leak. Mr. Grimes will be asked to evaluate and provide a recommendation.
    • Bob Gaston will be repairing/constructing the 1754 hallway water valve cover.

  2. Treasurer's Report - Jeff reports:
    • The 2010 operating expenses exceed the adopted budget by $9,348.
    • The 2010 end-of-year reserves were $90,000 in the money market.
    • The $43,000 intended for reserve replenishment in 2010 was mostly directed to cover shortfalls in other areas of the 2010 budget.
    • The largest overage in 2010 was in General Repairs, budgeted for $13,500, but came in at nearly $42,000, mostly for water leak damage repairs from building envelope leaks.
    • The Board approved a $300,000 special assessment to cover the cost of re-pointing the brick over the entire building in two phases: first the front portion of the building, and secondly, the rear portions of the building. The funds will be collected on a monthly basis over a 24-month period of time. TBM will prepare a members' payment schedule with the first payment due beginning May 1, 2011 and continuing through April 1, 2013. The schedule will offer members two advance payment discount options. A 4% discount for a full 2-year payment and 2% discount for the first 12-month period and 2% for the last 12-month period.

  3. Old Business
    • The HVAC vendor contract will be reviewed and discussed at the next meeting.
    • Mr. Grimes is in the process of reviewing the water treatment bids.

  4. New Business
    • See Manager's Report section.
  5. Property Management Directives
    • The front door of 1756 is showing some rot on the bottom left. TBM was asked to determine what should be done to repair the damage.
    • The electric utility bid needs to be secured by March 2011.
    • The latticework on the deck of 1752 3B appears to be in disrepair and may be a risk. TBM will formally notify the owner to remediate or remove the structure.
    • TBM will notify members that the 3 recycling bins can now accept all recyclable items. No longer does paper need to be separated from plastics and metal.
    • TBM will coordinate the inspection of ground level units to determine the extent of termite damage/infestation and secure a second termite control treatment bid.
