Minutes of the Kalorama Place Open Board Meeting of February 26, 2004

Kevin called the meeting to order at 7pm.

  1. Introductions- we began with introductions. The entire board was present along with 7 residents and David Castleberry.
  2. Parking Spaces- David brought up the fact that he does not have settlement documents for several parking spaces. Jennette shared her neighbors experience of having their parking spot repossessed because a title for their parking spot had never been issued, and thus property taxes had never been paid. The Board agreed that TiltonBernstein would draft a letter to the units without corresponding parking settlement documents making them aware of the problem and offering suggestions on how to remedy it.
  3. Painting- David reported that the painting of the interior common areas was almost complete. There were a few hallways missed because the painters were unaware of several back entrances. One resident requested the paint code number so they could do touch up work on their own. (Perhaps we should post this on our bulletin board?) The complex was charged an additional $2,600 above the initial bid for the extra hallways.
  4. Wood Rot- David reported that the wood rot repairs will begin in March when the weather is nice. Exterior repainting will not begin until after the wood rot work is completed. Several residents raised questions about when phase two would begin.
  5. Warrantees- One resident shared that his neighbor was able to replace his sliding glass door under warrantee. He asked the board to email residents information about the warrantees.
  6. Street sign- The Kalorama Pl. street sign on 19th Street was hit the previous week and the board agreed to re-post the sign on the north side of the driveway. The board asked David to look into ways to make the sign stronger, such as building a cement barrier or filling the sign post with cement.
  7. Reserve Study- The Board agreed to solicit bids for a new reserve study. It was last done four years ago.
  8. Landscaping- David reported that the complex received an extremely late bill for landscaping costs on December 31, 2003. The Board agreed that the landscapers must now ask and receive Board consent before purchasing and planting new plants.
  9. Bike Cage- The Board approved the bid to build a bicycle cage in the common garage. One resident was upset with the decision, stating that the cost should only be paid for by residents who use the bike cage. The Board still needs to decide what types of racks will be put inside the cage.

General Discussion:

Lead levels in the water- one resident raised concerns about lead levels in the water. He had tried to get WASA to come out and test his water, but was informed that they could not test units with water pipes connected to other units without risking false negatives. In response, the Board agreed to contract with Spadaro Plumbing to test the lead levels in the water.

Wood Rot- Several residents raised concerns about waiting so long to begin phase two of the wood rot repairs.

Cleaning- One resident asked if the cleaning service had been changed because he felt they were not doing as good of a job as before. David agreed to talk to the cleaning service.
