Board Meeting

Kevin called the meeting to order at 8:40pm.

  1. The first topic was the issue of violations of rules and/or DC law. A number of contacts have been made with the person who changed his outside door, the one who put in a screen door and the person who has a satellite. Many options were discussed including removing the storm door, fining the owners and putting liens on non-compliant owners. David was asked to notify the Board on the number of and dates of letters sent to the owners. Using a lawyer to interpret the by-laws on these issues was also discussed.

  2. Frances moved to hire an attorney to review rules and regulations regarding the above issues and what authority the Board has in terms of levying fines and/or placing liens on property. The motion passed 4-0. David Castleberry will find a lawyer (firm) with expertise in this area.

    The Board agreed to send one more letter to the satellite dish owner and to give him ten days to comply; otherwise a fine and/or lien would be established. Letters to the unit owner with the storm door and the unit owner with the screen door will also be sent. David Castleberry will make the contact.

  3. The next item was discussion of pets in the condos. Page 22 of the Owners' Manual establishes rules for having animals in the units.

    Richard said that he was familiar with some homeowners associations that permit up to 2 animals per household, totaling no more than 50 lbs in weight. Frances moved to change the rules to allow "no more than two pets equaling a total combined weight of 50lbs or less". The motion passed 3–1.

  4. The next item was a discussion of landscaping. Richard stated that he doesn't like the work done so far by Denschfield. Specifically he asked about pavers on 19th street and noted that there were still no planters on 19th street. Richard said it seemed like the company had not followed through on their commitments. Kevin said he would contact the landscaping company.

  5. Item four was a discussion of parking spots. There was still discussion about the ability to sell a parking spot separately from a unit. The DC government required that there be one space per unit in order to get the building permit and separate sales would violate that. The Association's attorneys will also be asked to review this.

The meeting was adjourned at 9:40pm.
