Meeting called to order at 7:00 pm.

Election of Officers: Kevin re-elected president by acclamation. Jeff – vice president/treasurer; secretarial duties will rotate between Frances and Elaine.

Adam discussed several pending items:

  1. Establishing a painting schedule for exterior trim of building (doors, trim around the patio sliding glass doors). The idea is to do approximately one quarter of the development at a time. Frances noted that people with decks on above ground level would have to be given advance notice of painters schedule.
  2. A large crack has developed in the pavement between building 4 (which faces onto Kalorama Drive) and the building behind it. Adam has met with PMC, a company that specializes in asphalt repair, and requested a cost estimate. This is a priority item because of the danger of moisture aggravating the crack.
  3. Referral to collection agency of homeowner Scott Westfahl’s non-payment of $5,500 for repair (including overdue fee) of damage to Chris Anderson’s apartment (#116).

Kevin O'Regan raised the following items:

  • Overdue condo fees. By sense of the board, a new policy was agreed: overdue bills will be referred to KP's collection agency when a homeowner's arrears (condo fees or other monetary obligations to KP) reach $1000, 90 days in delinquency or both. Homeowner will be notified by mail of the new policy, which is expected to become effective on 1 May 2007.
  • Landscaping. Because so many plantings on the property do not thrive, TBM will determine the relevant agency (USDA, Soil Conservation etc) to contact to do a soil analysis. Once it's determined what are the optimal plants for the property, we will consult Denchfield and walk the property to decide what to plant where. It is the Board's intention to ask homeowner Ewa Ploshek to participate because of her gardening expertise (and success). Jeff and Frances agreed to work on this issue.

Jeff Brantner noted three pending issues that were raised at the last open meeting: security, dogs, and selling condo units separately from garages (or spaces). He noted that there had been committee volunteers for the first two items. He will send those names to the Board so that we can ask them to develop questions to consider in developing policies for the following:

  1. Security. Possible questions: whether to hire security guards or to ask for neighbors to volunteer as escorts.
  2. Dogs. Possible questions – whether to place limits on size, weight and/or number. Jeff recalled that Lori Palumbo and Laurie Hoffman (both dog owners) had volunteered to work on this issue.

Questions to be considered in developing a policy for the Condo/garage sale issue will be framed by the Board as a committee-of-the-whole.

Questions to be considered for all three issues must be determined by mid-April. This is so that the items can be included in the newsletter to be sent out in May and then discussed at the next open meeting to be held in June. (Exact date tbd).

Addendum: subsequent actions submitted by Adam March 1, 2007

  • I have requested window-washing proposal from Clean & Polish, Extra Clean, and Kevco. Requested proposals by COB March 15th.
  • I have scheduled quarterly fire alarm inspection with Antronnix for March 14th
  • I sent message to the director of DCRA requesting advice as to how we go about getting the soil around the community tested. I went to USDA website and could not find any information as to how we could go about doing this.
  • Melissa Lindsey from Minkoff has confirmed that the window for unit 57 should be replaced this week.
  • I have requested exterior surface preventative painting proposal / schedule from Hann and Hann, Chesapeake, Palmer Brothers, and Titan Restoration and requested those proposal COB March 15th.
  • I have requested that Linda from our accounting department send Scott Westfahl to the attorney for collection.
